Brazil ‘ s record high data on game and game regulation at the end of 2025 marked a turning point in the full implementation of its regulatory framework. By the end of the observation period, the total income from the Brazilian lottery (GGR) amounted to R$36 billion (approximately $6.68 billion), well above all projections made before the legislation. Tax revenues were R$3.3 billion (approximately US$612 million) and licence and regulatory fees contributed R$2.2 billion (approximately US$408 million). Stellar Gaming projected that the market would account for nearly 0.25 per cent of Brazil ‘ s GDP in 2025, highlighting its macroeconomic significance. The report also provides an in-depth analysis of Brazilian gambling portraits. Each better consumes R$56 per month (approximately US$ 10), which reflects recreational rather than profit-oriented properties. Most of the investments are made by smartphones at night and on weekends, one or three times a week, and are dominated by emotionally driven sports events (e.g., Brazilian Class A and Brazilian Cups). Social attributes are prominent, and interaction is enhanced through platforms such as the WhatsApp cluster.

Men account for 68 per cent of active users, favouring traditional sports and the implementation of betting; female users are growing rapidly, mainly in online games and simple betting, but also in large competitions. It is reported that women are becoming a rapidly expanding group in the regulated area of gambling. However, contrary to market maturity, regulators and operators face a key issue. In fact, only 42 per cent of users fully understand legal operator domain names. The report emphasizes that sustained growth depends on transparency, education and responsible gaming beyond their scale to promote consumer awareness of regulation.
